October 13 Commander's COVID-19 Update

Texas Wing has recently announced that units are authorized to enter Phase 2 of the CAP remobilization plan.  With this announcement, our squadron will begin the transition to in-person meeting participation starting with our cadet physical fitness meetings beginning October 20th.  Detailed rules of engagement have been distributed to squadron members, but I would like to summarize some key points for our public audience:

  • All members will perform COVID-19 self-screening prior to arriving at the meeting location, using US Centers for Disease Control and Prevention (CDC) partner websites or applications and measuring body temperature for fever

  • All meeting activities will be held outdoors and conducted in accordance with Texas Department of State Health Services (DSHS) guidance for youth club participants, including face coverings while indoors during restroom breaks, and while outdoors when six feet of social distancing cannot be maintained

  • All cadets will be organized into groups of less than 10 individuals to limit cross-exposure and for accountability should contact tracing be necessary

  • Only active cadet members and the minimum adult members necessary to provide adequate supervision will be permitted to attend in-person meetings; no guests will be permitted during this time

  • Members, especially those considered at-risk, may opt-out of participating in in-person meetings with no penalty

This important transition marks the beginning of our return to normal operations. Our national commander's intent, which aligns with the White House Coronavirus Task Force's Guidelines for Opening Up America Again, and my instructions to our members which aligns with the Governor's Strike Force to Open Texas, will ensure that we implement our phased remobilization in a safe and practical manner, minimizing the risk to our members while achieving the aims of Civil Air Patrol.
